Many headmasters have not been trained either and not all schools have the books needed for the new curriculum. Many teachers have implemented the new curriculum despite the fact that they have not received any training. The 2013 Curriculum was implemented despite the fact that preparations have not yet been completed. If we open the EPIK (Electronic System for Monitoring the Implementation of the 2013 Curriculum) owned by the Ministry of Education and Culture, only 6,937 schools implemented the new Curriculum in 2013 (2,865 primary schools, 1,535 junior secondary schools, 1431 senior secondary schools, and 1,142 vocational schools). The evolution process is actually related to many aspects, yet this piece focuses on the many schools in 2013 that were trusted to implement the new curriculum. Even if a school still uses the trimester system, it should be evaluated after the first trimester. Based on the theory of evaluation, a curriculum that has been running for one semester should be evaluated. On the other hand, the opinion that the Curriculum, which has only been implemented for one semester, should not be evaluated is incorrect. We need to pay attention on subjective opinion of how the results of the 2013 Curriculum must be bad.
